Add CLI: compare-module-features.
[ux] [cli check-features-decl] [cli check-feature-set-spec] Allow specifying declaration/spec from command-line option.

Check specification in %FEATURES_DEF in Modules::Features::* module

Check %FEATURES in a module (or given in argument)

Check %FEATURES in a module and return the value of specified feature

Return a table data comparing features from several modules
