[optimize] Reduce startup overhad by avoiding use of strict/warnings pragmas in built version.
[test] Add test.
[dist] Bump prereq versions Perinci::CmdLine::{Lite,Classic} to 1.76.

Choose Perinci::CmdLine implementation (::Lite or ::Classic)

To install Perinci::CmdLine::Any, copy and paste the appropriate command in to your terminal.

cpanm Perinci::CmdLine::Any

perl -MCPAN -e shell
install Perinci::CmdLine::Any
